Think this little guy can handle 1080p MKV's streaming from a WHS? Seems like it would make a nice base for a mini-HTPC (has TOSLINK SPDIF out and HDMI ports built-in etc.)

Only if your software player and/or CODEC supports GPU acceleration with the integrated Radeon. If not, it won't be able to handle it.

BTW... sold out.

Anyone know if there's a way to replace the small, whiny fan on one of these with a larger passive heatsink, or is that something you usually have to buy a special board for? I've been considering something like this for a small HTPC frontend, but the tiny fans on most of these boards is a bit off-putting, and the passive ones usually push up the budget so high I might as well get a more expensive board/CPU combo.

According to one end user (AKA Newegg "review") the MSI board can control the fan RPM from BIOS.

FWIW I have a similar Sapphire board that could not control the fan RPM, even though BIOS had settings they did nothing.

If you don't have height limitations, you can always replace the fan with a quieter 80mm fan that spans the CPU heatsink as well as the chipset heatsink.
