MSI 6380 Boot up problem...

I just bought a board (new) MSI MS-6380/K7T266 and I cant make it boot windows. It works fine while in bios and it will go to the screen where you can choose safe mode but as soon as you try to boot the OS (XP PRO SP1) it restarts. The board did not come with a manual and it has a ton of jumpers on it could it be a jumper problem... All the same hardware worked on my old ECS K7S5A board which is going bad.

My Setup:
MB: MSI K7T266 (MS-6380 Pro2 v.3)
CPU: Athlon XP1600
Video: GeeForce2 TI 64MB DDR AGP
RAM: 256MB DDR 2100 (Crucial)

I have tried ...
I have swapped the ram with a different DDR chip... made no difference.
Set different settings in the bios... made no difference
Removed and reseated the cpu, the video card and the ram several times

What could this be? and does any one where I might get the correct manual for this board the MSI website doesn't seem to provide a correct one.
 
Does it also Restart in safemode?

If it does, try pressing the F7 key while windows boots up
to by pass the ACPI controller loading.

No it doesnt even get to the screen where you see the windows boot up with the little green line running accross the bottom, just restarts and does it all over again. I will try the F7 and see if it makes any difference
