msconfig in win 95?

Nope....no MSCONFIG in Win95. You can either try to copy across MSCONFIG.EXE from a Win98 installation, or use something like StartUp Control Panel, which does pretty much what you want and more.
 
get Reg cleaner and use the start up listhere
also reduce your bloated reg. by 25% if ya been using the same
install in W95 for a long time.
