Subject:Federation Tactics

A brief initial report on the,still on going, "Fleet Celebration" of the Federation.
1)Starfleet still uses mass attack methods,usually havivg one ship/squadron drain its power reserves and then retire to recharge its phaser banks and then harrass the enemy later.
2)Starfleet's effectiveness with this tactic has been greatly increased by:a>a large growth in the size of the fleet;b>an apparent increase in the overall effiency of their energy storage systems;and c>what seems to be a new and as yet unknown communication system which allows much better overall fleet coordination.
3)Immediate recommendations:a>we must stay on friendly terms with The Federation into the forseeable future,to this end I will send them a nice note on their Celebration;b>we need to increase our own ship building program;c>more allies need to be found;and d>our inner communacations systems need a good over haul.
