mpeg2 to svcd/vcd

Trying to convert some mpeg2 videos i made from a vhs tape onto my computer, Nero says it needs the plug in "dvd-video plugin"...i'm not buying it, considering i was told it should be able to do it without the plugin.
any recommendations how to get that mpeg2 into vcd format?

Check out Doom9.org. They've got alot of free video editing tools there for download. I'm sure one of them can do what your looking for.

MPEG encoders require a license, Nero can't legally distribute that plugin without paying a license fee for each copy they sell. So they just make you buy it seperately, much simpler for them and both companies make a little money.
