96 is the upper limit PER CHANNEL in stereo. Thats 192 max. I dunno where you got that 48kbps for mono from, but I'd sure like to know.
 
I hope OGG VORBIS 1.0 comes out soon, right now the beta4 is as good as MP3 but they are still making improvements, nothing like a 100% liscense free, updateable codec to squish mp3 and WMA.
