MP3 program to balance levels in bulk

I've got about 2000 mp3's (I'm in Canada, it's all legal 😀), anyway, some of them seem to be quite a bit louder than others. Does anyone know of a program that can batch convert them all to similar levels? I can do them all one at a time in Vegas Audio or some such program, but that will take for ever.

If there is not such a program, is there a setting I can use w/ Winamp that will play them at the same level?
