Mp3 player can't be charged in Vista

Hi,
I run Xp and Vista at a same computer.Xp can charge my Mp3 player, but not Vista.

I have been able to charge my MP3 player(a Taiwan brand BESTA wk6032) in Window Xp.The way I charge the Mp3 is to disconnect Mp3 player from USB by selecting "Safely remove".After "removed safely".The screen of Mp3 will change from an image refers to connection (a LCD screen and an USB cable) to an image refers to charging state which is "a battery" showing the progress of being charged.

Recently I run Vista in the same computer,I do the same action.I got Vista screen " you can safely remove it".But the screen of Mp3 never switch to charging picture as described.
I also tried my USB flash drive which with a always on light indicater, the light won't go off in Vista while in XP light will go off if remove usb safely selected.

I think when select safely remove USB of mp3,both in Xp and Vista will disconnect communication. In Xp the power of flash drive is disconnected and "safely remove" also triger Xp to charge the mp3 but not disconect power. In Vista "safelt remove" won't disconnect Flash drive, and won't trige the mp3 to switch to charging screen.

My observations are
1)the Lcd screen of Mp3 player still powered and light. The difference between using different OS is Xp triger mp3 to a screen with charging battery picture(charging bar moving) while in Vista, same connection mode with a same picture of "computer and usb cable" before and after select safely remove.
2)flash drive with always on indicater(the light will flash too,but when not read/write it remains on) will turn off in Xp but not in Vista.

In other words, it seems Vista doesn't triger my Mp3 player to charging mode because mp3's screen doesn't change to a different picture(shows battery is being charged).Unless connection mode can be used for charging.Otherwise I suspect mp3 will get charged when it is in connection mode with "connection" picture.

Also XP does turn off flash drive's power because the always-on light off.But in Vista select "safely remove" will not cut power because light of the flash drive remain on.

My guessing solution was the driver.when plug in my Mp3,Vista choose to install a different driver to what Xp choose,Vista uses Rockchip Microsoft 2006 while Xp uses 2001 Rockmp3.so I did a test was to replace Vista usbstor.sys with Xp's.But nothing's change.I then ask for help.
Thanks
