If by almost you mean not at all then yeah, it makes absolutely no sense

Hey OP, if you have a 128kbps mp3 and you use dBpowerAMP to change it to 192... it will sound even worse. If you're going from higher to lower then it makes a bit more sense, but it will still sound worse than what it says. Once something is compressed, you can't get that lost data back in any way and make it sound better.

Beware though, I don't know if it had something to do with the program I used (audacity) but the 64 and 96kbps mp3s I used for my cellphone didn't sound right when played (like some instruments were missing) so I had to stick with 128kbps... which is too much for my phone's meager memory capacity.
 
if your phone can play mp4/AAC files I suggest that, you get about 10MB per album at a bitrate of 24 kbps and it still sounds pretty good. You can convert your mp3 or other files using the already mentioned dbpoweramp. If you can only use mp3, I suggest ditching stereo in favor of mono, a 64 kbps mp3 will sound the same as a 128 kbps file except for the lack of stereo
 
I'm putting my songs into a 1GB MP3 player. I tried using dBpowerAMP and it's great. I don't notice any difference between the 320kbps file and the 160kbps file. Maybe it's cus I'm using onboard sound and speakers that's 3-4 years old.
