That was a question when Tivo canned their in house hardware engineers.

provider supplied boxes are typically unmitigated garbage. (There may be exceptions out there, but I have yet to lay hands on one personally)
Installing a CableCard into your own (Tivo/ HDHomeRun/ Ceton) equipment is typically far better in quality.
