Moving out of apt on May 31st

When is the best time to let the companies know i'm moving out and to make sure they stop billing me?

maybe when you move out?

do your mail change 2-3 weeks befor the usps takes forever to change that

Yep. Just make sure you let them know before the billing cycle that your move-out date is in, because some jerk companies like to try and charge you for the full month if you don't. (Which I'm pretty sure is illegal, but honestly, I probably wouldn't care enough to hire a lawyer either.)
