Movie Rental Question

I went to Blockbuster today to rent Bourne Supremacy. I asked if they had it in yet. I was told that the street dates for movies are strictly enforced and they do have the movie yet. Technically, the movie comes out Tuesday the 7th, so I see his point. However, there is another movie rental place by my house. It is smaller and, to my knowledge, an independent store. They get their movies a few days early and have the movies out on the Sunday before the release date. This brings me to my question.

Was there a court decision stating that smaller, independent video stores can put their movies out before larger ones (Blockbuster), in order to prevent a monopolization of the industry? Or is the independent store doing something illegal by breaking the street date?
 
The independent store is most likely not breaking the law, but could possibly get into trouble with the studio.

no, they're breaking the rules setup by the distributor by releasing the movies early. I doubt there's a state or federal law against it.

Of course not.

Worst case the studio (or whoever the store is dealing with as a distributor) stops dealing with them.

There might be fines or other penalties established by their contract but again it has nothing to do with law.
