mouse won't work during windows install

I'm trying to reinstall 98se on an older Athlon machine, and as soon as windows loads, and gets to the license screen, the mouse quits working. This is after a complete format, and I've tried 3 different mice including a usb mouse. I've formatted 3 times and reinstalled from a retail 98se disc and each time the mouse works until it reboots the first time and says "running windows for the first time" and comes to the license screen. The keyboard still works because you can use it to scroll through the agreement, but you can never click on the accept because of the mouse problem. Any idea what to try next?
 
Well, I tried another mouse on the 5 install-it was an old crappy ball mouse, and it worked fine. I don't know if that was it or if something else finally loaded right, but at least it works now. I chek out all the other mice later on and see.
 
I used a usb optical (logitech) a ps2 optical, a ps2 cordless (logitech) and finally a ps2 ball mouse. They all worked fine before reinstalling windows, but only the ps2 ball mouse would work during the install. I guess the others need different drivers.
