Mouse stutter upon booting

Just built a new workstation, the mouse would "stutter" from time to time, and after a while, now it's almost always like this: after booting into Win 7 Ultimate in the evening for the 1st time of the day (normally I turn the system off late night), the mouse stutters (sticky) and even the keyboard responds slow too; I have nothing to do but to restart, then everything becomes OK. Could anyone give me any clue where to look at?

Here are the components:
SUPERMICRO MBD-H8DG6-F-O E-ATX Form Server Motherboard
2X AMD Opteron 6348 Abu Dhabi 2.8GHz 12MB L2 Cache 16MB L3 Cache Socket G34 115W 12-Core Server Processor

How is the mouse connected: USB or PS/2?
You might try: unplugging the power cord, then press and hold the PC power switch for a few seconds, to discharge the PSU capacitor.
If that doesn't fix the problem, then either the mouse is defective, or the port that it plugs into is (probably) bad.

Thanks for the tip...It's USB. And it's not just the mouse sticky, the keyboard is sticky too. The most interesting thing is after reboot, the problem is always totally gone. I'm wondering if it's related to something not warmed up...

Hi vailr, I tried your trick today and it worked!! There was no sticky mouse/KB this first time I boot the computer. Wondering if doing that once is good enough, or I need to do it from time to time, or every time before turn it on? Anyways I'll see what's gonna happen tomorrow

Oh well vailr, it happens again today when I first turn it on without pressing/holding the power switch unplugged....Will try again tomorrow doing that trick first. Wondering if there is any permanent solution?
