umm are you using it on an uneven surface or something? I have never experienced this. Is this with a laptop? Even if you're not touching it, sometimes touchpads go bad and start going haywire all over your screen. Real annoying.
I don't use a mouse pad myself, I just use my bare desk. I don't think the smoothness of the surface is important, but if the surface you're using it on is somewhat reflective, then it could cause problems.
My mouse pad isn't reflective. I guess you can say it's plastic, but then aren't all mousepads made out of plastic, except for those that come with a comfort gel?
