Mouse and Keyboard stop responding then catch up?

Okay, I'm completely stumped. I reformatted 3 times, and for some reason, my mouse and or keyboard stops working in windows. I have a Z68-X-UD3H with the default Windows drivers, and the USB3 drivers from the CD. I just randomly stops working than catches up with the key presses. I've tried 2 wireless keyboard/mice as well.
