mouse acting crazy!

Got a old 200mhz computer my mom uses.

Lately the mouse acts very crazy. It will not respond to any inputs however the windows that are open will shrink and resize on there own. the mouse will jump around the screen too. ALT F4 will not close any open windows.

Is this a mouse gone bad?

A software problem?

OR could this be a cpu fan not cooling properly (she has dust that collects on the fan)

I've had this a few times as well, it is usually a wire that breaks in the mouse cable going to the computer - you might find by wiggling the cable at the joints (at the mouse and plug) or where the screen has been sitting on the cable might temporarily rectify the fault, but yes your diagnosis that it is the mouse is correct.
