It comes with a threaded stick, a spring, washer, and two nuts for each corner. From the top, should it be: nut, spring, washer, waterblock, mobo, nut?

I'm not really sure what the washer is for.

You have the washer in the right place, but you should have an extra nut in there. There needs to be one on each side of the motherboard to hold the nylon bolt in place. Nut, spring, washer, wb, nut, mobo, nut.
