mounting a CPU fan on heatsink

i recently bought a heatpipe cooler and for some reason its working worse than my srock intel fan and heatsink.

whats the best way to mount a fan onto a heatsink? should i have it blowing down onto the heatsink or have it sucking air away from it?

and can anyone who knows a bunch about heatpipe coolers tell me about this problem?
does it like take a while to start workin good or sumtn?

ya its a 2.4 and its a Tt heatpipe heatsink (pipe 101).
im overclocked right now on the intel hs to 2.8

if anyone could help that would be really great i need some advice
 
Heatpipes usually work based on gravity* so changing the orientation of the pipes may do the trick. Assuming you have your HS installed vertically.



* fluid in pipes evaporates in turn transfers heat then returns to fluid IIRC
