They could do motion blur if they wanted to but the small graphical enhancement for the time and effort to get it going is just not worth it to any game developer.

GTA3 didn't have a motion blur just a big blur. Probably to help out the low fps the ps2 put out trying to run it and to reduce jaggies.

Also how would motion blur need prediction. That makes no sense.

As I think about it, not sure I would want it. "Motion Blur" is another name for persistance of vision. You usually see this with rapid movement and high contrast lighting such as a sparkler or a torch, but you can also see it with the rubber pencil trick. It tends to be even more prevalent in 24 fps film (NTSC video is 29.97fps). Hollywood has picked up on it and abused it. A great example was the in-car in Driven where they blurred everything when they got in the groove. That is the opposite of what really happens. Yes, telephone poles look like a picket fence, but the detail is still sharp. Your brain adjusts. Not sure I would like the card to do it. :)

How can you motion blur stuff that isn't predictable? What if the object suddenly moves left but the blur predicted it to move right? That would be confusing as hell.
Hold on there kid. Who ever said anything about predicting. You can't predict in real-time. You have to find another way.
