motherboard or processor problem?

If theres no beep codes whatsoever and no video, nothing except spinning fans, is it a motherboard problem or a processor problem? Shouldn't a motherboard at least beep even if theres no processor installed? Also, my IDE drives power down when connected to the mobo and power up when disconnected...

Could be a hardware conflict. Try with everything out but cpu, minimal memory, and video adapter. And make sure that all are fully seated.

... and make sure the motherboard is not getting shorted out by a spacer or such.
