Motherboard Memory Issue

I have P5b Dlx with 2gb (DDR2 2GB PC6400 DUAL C4 OCZ ) and just bought another 2gb (which is PC2-6400 Gold Rev.2 with different cas settings 4-5-5 and the old one had 4-4-4.

The issue I am having is my pc only sees 3gb not 4gb, I am running Vista 64bit . Do I need to flash the bios of my board to see the whole 4gb (all four modules are 1gb each)
