Motherboard & Cpu Upgrade Opinions

Hi, this is my current build :

Processor : Intel Core 2 Duo E4600 @ 2.40 GHz
Motherboard : Dell 0RY007
4 Gigs of DDR2 (4x 1Gig)
Graphics Card : NVIDIA GeForce GTX 650Ti
Dual Monitors : 1 BenQ RL2455 (1920x1080) & 1 Acer X193W (1440x900)

I'm would like to be able to run games like Call of Duty Black Ops 2, Advanced Warfare & mainstream games on more then 40fps (which is my approximate framerate at the moment, it's basically unplayable lol).

I don't need to run these games at max settings at all I just want a really smooth experience.

I live in Canada.

I'm guessing I would need to change the motherboard and cpu and that's it ?

What would you recommand ? I have around 200$ but I can save up for another 200$ maybe if needed.

Edit : I guess I would also need to upgrade to some DDR3 If I upgrade the motherboard too

On your budget i'd look for an Intel i3 Haswell processor, an H81 motherboard, and an 8GB kit of DDR3 ram.

Might be slightly over $200 but will be vastly better than your current setup.

Yep. Then save up $240-280 for an R9 290.

Hope you don't ever want to play GTA V on PC then, with those parts. Nor BF4, really.

Something like that is reasonable if you can only spend $200 CAD. You can spend not too much more and get an i3 with 4 threads which stands a fighting chance of working with more demanding games.
