Motherboard, Component Power Issues

Since upgrading my GPU a few weeks ago I've been having various power issues:
  • Case fans operate at 1/2 speed
  • Hard drive takes a longer time to read from and write to, especially noticeable during gaming and initial Windows boot
  • Waking up from sleep doesn't work

I have attempted using different GPUs, a more powerful PSU, motherboard reseating, and even cable reorganization but none of those attempts have helped.

However, I have concluded that all of the above occurs only when my mobo is within my case; when I placed it outside on cardboard and hooked everything up I was able to achieve full power to all of my components.

I have a new CPU+mobo coming in the mail sometime this week (hopefully) so maybe these issues may go away on their own with the upgrade, but being an engineer/problem solver I cannot help to let this problem go unresolved.

Does anyone have any suggestions or possible diagnoses of what the heck is going on in my PC? Thank you in advance.

System:
Case : Antec 900
Mobo : ASUS M3A79-T Deluxe
CPU : Phenom x4 9950 BE
RAM : Patriot 4GB DDR2-800
HDD : Samsung Spinpoint F3
Case Fans : 4x120mm Antec TriCool LED, 1x200m Antec TriCool

Newest PSU : Corsair AX850
Previous PSU : Antec NeoPower 650 Blue
Newest GPU : GTX 570 (also tried a Radeon 6870 and it had the same issues)
Previous GPU : Radeon 4850

I am going to say the first thing that comes into my head here, 99.9% chance that it is nothing to do with the problem but you mentioned you dont get the issue when the mobo is not in the case, are you plugging into a different wall socket when you test without the case? Just wondered if there was a problem with the socket by your pc.

I use the same power cord and socket. Unfortunately (and sort of fortunately in terms of potential embarrassment :p) the problem doesn't seem to be that simple - I've tried connecting directly to the wall in various rooms with and without surge protector power strips.

WEIRD! but i would say when it out of the case it easy to plug in all the stuff.butt in the case it's a little more difficult. So my guest make sure all wires are connected properly
