"most wanted" criminals

This just occurred to me, but when there is a "most wanted" ad it is often a mug shot police style (with the ruler in the background, front/side etc). So if they actually caught the suspect and took a mug shot, why did they re release then put a most wanted ad, didn't they already have the criminal? *confused*
 
Maybe they were arrested for a minor law violation at a prior date to doing something that put them on the most wanted list?
 
I believe you have to have some prior record to ever get to the criminal level where you become "most wanted." meaning, there would be mug shots on record.

:thumbsup: It is possible to hit "most wanted" first time out, but it is indeed rare.

The lesson is, if you want to ride the most wanted wave as long as possible, start out with serial murder. *the more you know star flies overhead*
