Most powerful stock passively cooled video card?

I'm looking for a passivley cooled videocard to replace my aging 8500 with dying fan. I enjoy using it and would passivley cooling it but i'm not interested in trying to pry off the heatsink. I'm looking for a stock passivley cooled sollution and am interested in buying something that will be able to be competitive with the 9600 pro or the 5700.

Sapphire Ultimate editions of the 9700 Pro or 9800 Pro, but you'll pay for the privilege and need a well-ventilated case and perhaps a spare PCI slot. Alternatively, look into an HIS 9800 Pro with their IceQ cooler. It uses a fan, but it's supposed to be virtually silent and allow for very good cooling (and thus overclocking).

How quiet are the standard HSF on todays GPUs? My Ti4400 is pretty loud, both the stock and replacement I just got.
