Well, to me an actor's rating should be based on *gasp* acting.
Couldn't care less about their personal life.
So...
Ben Affleck(yeah I know, it's a pretty damn liberal use of the term actor, but still...)
That guy who plays Spiderman, maybe he'd do better in a proper role, but until then, he's on the list.
Orlando Bloom, not bad really, just not really good either, if he does some less cheesy parts some day he'll go off the list, but for now he's on it.
Jim Carrey
Don't know about others really, since I don't keep track too much, and tend to forget the crappy actors, I'd have said Bruce Willis if it wasn't for The Sixth Sense, I thought he was really good in that one.

As for the ladies...
Denise Richards, ok I guess she's not very hot these days, but I can't see how she ever got a single part, jesus she sucks more than Jenna Jameson, and her looks are just as overrated as her acting ability.
Julia Roberts, agreed, I heard she did good in Erin Brokovic, but I haven't seen it, so she goes on the list.
Don't know any others off the top of my head really, women tend not to be hyped as much it seems...

As for a few mentions in this thread...
Johnny Depp, he's friggin' awesome, from more shallow beer entertainers such as Pirates, to the in between such as Sleepy Hollow, to darker stuff like From Hell, and a bunch of other movies I just can't remember now, he's really good.
Tom Cruise, I used to dislike him, but I thought he did really well in Collateral, really made Vincent feel "real", and his performance in War of the Worlds wasn't bad at all, same with Vanilla Sky.
Nicolas Cage, same as Johnny Depp.
Edward Norton, please, gimme a break, there's a reason a lot of people are calling him the greatest actor of his generation, wether you you like his roles or not, I don't see how anyone can deny that's he a brilliant actor.
Just the contrast between roles such as Fight Club/Rounders and American History X is enough to put him on any top list of actors.

DiCapprio and Depp are very very versatile actors.

overrated ---> DeNiro, Duvall, Pacino, and some of the actors of Casino. They're seasoned actors yes, but they always play one role, and always have that one same character that they can play.

Hanks, Depp, Dicapprio (watch Aviator, Catch me if you can) are extremely versatile and talented. They can play many many roles seamlessly. Those are real actors instead of actors who play their seasoned persona.

I agree w/ your female selection since they always play their same roles and always have that same distinctive voice/body movements.

I love Pacino and DeNiro. I absolutely LOVE their movies. I love their characters. It's just that the characters they potray is always very similar to each other. That's all. They portray these characters sooo well, and soo convincingly, BUT, they're all so similar. That is what I meant. Of course, "overrated" is such a harsh word in the vocabulary, but I really meant it in a literal sense. That is all. I know my comment can be taken in the wrong way.. ah well, heh.

He was quite good in "Murder in the First" and "The Woodsman"

Can't argue with this list, except J.Conn:
-incredible in Dark City
-was pretty good in RequiemFaD
-sucked in the Hulk
-limited screen time in A Beautiful Mind but her performance was just ok
-good in House of Sand and Fog
So all in all, she really only had one bad performance of the movies I've seen of hers (Hulk).

One actress who I really like is Charlize Theron, especially after seeing Monster and Italian Job, although never had time to watch Aeon Flux.

DiCaprio is great as long as he's not trying to portray anyone over 19. He was pathetic in The Aviator.
Tom Cruise mostly just plays the same character in the same movie over and over again. "Top Gun", Top Pour", "Top Cue", "Top Car", "Top Sword"...
I think Johnny Depp is a fine actor though.

I'd have to disagree with this one, too. I think Edward Norton is an incredibly dynamic actor. PvLF, Primal Fear, Rounders, and Fight Club all come to mind. He's run the gammut and has a track record of delivering (almost) every time.

Primal Fear is a badass movie, and Norton is excellent in it.

I'm sorry but if I can enjoy Johnny Depp in a movie as bad as this he's gotta be doing something right. Hehe, btw you can see Ricki Lake play Johnny's pregnant sister in that movie.

I got extremely turned off of DiCap when all the hype hit, but I had already decided he was a good actor based on seeing This Boys' Life and The Basketball Diaries (two of his best films IMO). So although he has the screaming girls chasing him it doesn't mean the boy can't act when he puts his mind to it (which he occassionally does).

Sunner, regarding the guy playing Spiderman (Tobey Maguire) in a proper role you may want to check out The Cider House Rules. He has a proper role opposite Micheal Cain (love his acting) in that movie. I think he did well in that role.

I always thought Jamie Foxx was a horrible actor (see some In Living Color episodes) but over the years his performance has gotten tons better (still haven't seen Ray yet).

As far as overrated, I'll agree with whoever mentioned Jim Carrey. I think Tim Allen has his moments but is for the most part overrated.

Tom Cruise is the fourth highest grossing actor on the planet. Julia Roberts is the top grossing woman and 9th overall. Johnny Depp is 25th overall. So if they are over-rated, movie goers and Hollywood doesn't agree with you. If your good, your movies make money, plain and simple.

Connelly is excellent in Requiem for a Dream. I watched it one time and it was a raw and compelling depiction of what drugs (from caffeine to heroine) can and will do to people's lives.
It's really depressing though and I can't say much for any of her other work...

I'd like to say that if you're looking for a great Cage movie, rent Raising Arizona by the Cohen brothers. Awesome flick.

I think most comedic stars are overrated, I hate how Will Ferrell and Adam Sandler are loved so much even though they suck at acting.

What on earth does grossing have to do with acting?
I love Starship Troopers, it's a perfect movie to watch in a big screen cinema, or just while drinking beer with my friends, basically any time you just wanna relax and watch some senseless violence, but the acting in it sucks ass, with a few minor exceptions.

I watch plenty of movies where the acting sucks, simply because they're good cheap action, just about any Arnold movie comes to mind, but it sure has nothing to do with the acting abilities of the actors in those movies.

NissanGurl, I think I'll wait for him to do some other proper part, just the name of the movie is enough to make me not wanna watch it :)

umm, DeNiro and Pacino are amazing actors. Watch Scent of a Woman. Pacino's ability to convey emotion despite the fact he can't use his eyes is just amazing acting. Watch DeNiro in Godfather II, Goodfellas, Raging Bull, Taxi Driver. There's a reason why he's considered one of the best actors of all time.

How much an actor/actress gets paid or grossed is meaningless.

Are you going to call Chris Tucker a great actor. He's reportedly geting 20+ mil for Rush Hour 3. And what has he done? Smokey from the movie Friday was greatest character of all time right and he was screwed out of an oscar?
