Most efficient video card

I need to buy one more video card and I want something fast but also efficient.

It would be nice if it it did not need a PCIe cable and was not 12 inches long.

Before I had a 7600GT but I want something a little faster. Any ideas?

Gigabyte's passively-cooled 8600GTS doesn't require a PCI-Express connector and it's completely silent. That is the only card I can think of that meets your power requirements and is faster than your 7600GT.
