Most demanding game overall ? (Graphics wise)

Doesn't matter, use DSR on nvidia to run your game at like 2 or 3 times the normal resolution and every game will be the most demanding one.
Possibly AMD has something similar if you care to search for it.
 
I was gonna say, either Flight Sim 2020, total war: warhammer 2 (can grind my 1080ti down pretty good at 1440p), or some random poorly coded game. Bonus points if it has an RTX option on a non-RTX card.
 
Many games these days run poorly at the max settings but run much better at settings one step down ("high" instead of "ultra") while looking barely any different. I can still run most things fine on my 1080Ti at 4K like this.
 
In videos with afterburner running you can see the GPU usage being pretty low in general.
GPU usage is low because the game has a ton of draw calls while running under DX11. But this is the best looking game currently available, especially for lighting/reflections, and it doesn't even use ray tracing.
 
Oh, I'll give a vote for CPU demand specifically, Dwarf Fortress. The eventual fate of all fortresses is CPU death, if you don't die to something else first.
