I would have to say FX57. This along with the FX55 is the preferred single core over at xtremesystems, and they get some pretty crazy overclocks.
As for what single core 64s acheive the highest percentage overclocks on air then I would have to say the lower clocked s939 opterons - couldn't say which exactly though.
why would you want a high priced single core when the cheaper dual cores clock just as high? If you wanna hit 2.8-2.9GHz, you should be able to find a pre-tested opty 170 here on the forums or ebay for under $500, maybe closer to $400.
Realistically the San Diego cores over clock extremely well and quite consitantly with a much smaller budget. With a bit of effort and the right board 2.8-2.9 is quite likely. I have a 3700+ running 2980 with 1.55v or 2905 with 1.47 and with the xp-120 I peak at 52C and idle around 38C, what more can you ask for with a price around $220?
