if i request the step up and they are all back ordered do they send me the card first than i send mine when i get theres? or how does it work

you send them your card, after they verify it, they send you the new card

You are placed in a queue. When one becomes available for you, they notify you to send your card in and when they receive it, they'll send you the new card.
