I went to three proms in the 80's and it wasn't a problem because the dresses were nothing like they are now. Most girls went for the frilly pink taffeta full length jobbies that were cotillion-ready like this

Whoever had the biggest dress and the biggest hair won. Now it's a contest to see who can get away with the sluttiest dress.

You realize many schools would ban those dresses for the low cut and strapless right?

It’s like work they set a dress code and it’s non negotiable. I see nothing wrong with this.

It's a good point. We have a dress code here. If you break that dress code, you're sent home to either change or to take the day off (vacation day or without pay).
I'm as liberal as anyone, and even I can see there are rules in the world that need to be followed.

They dropped the poncho idea but the school will still have shawls and wraps for students that don't dress 'modestly' enough.

"We encourage our students to tailor their outfits or provide their own wraps or shawls that would meet our requirements," he said. "If necessary, we may also provide wraps and shawls, as we have done at school functions for many years."

and women with small boobs

For the record boob size is irrelevant to me. Pretty woman is a pretty woman regardless
I think pretty is just likely to be genetically fit by not appearing to deviate to much from what an average woman looks like. People generally think of beauty as exceptional which it is not.
