It is overhauling the entire system to remove the gross ineficiencies, redundancies, etc. that plague the system. There are many, many ways this can be done, and we already have plenty examples of what works and doesn't.

Funny. The bolded is exactly what's happening; tossing tens of billions of dollars at people who won't produce a thing for our economy in their lifetimes.
The only inefficiency is government health care costs which are spiraling the deficit. It's already failed in Massachusetts.
