The only glimmer of hope that comes from all this is that maybe people are finally starting to see that they've been repeatedly lied to.
 
Yes, because the treaty doesn't mention anything about unlocking, the article is only based on one person's "worries" it could theoretically apply to unlocking, and there's already an amendment drafted to the very-draft treaty that would specifically exempt unlocking/jailbreaking (thus ensuring it is allowed).
