I think gang specific punishments need to be reworked. The stupidity and flippant disregard for human life shown by many teenage males is indeed sickening as well.

To think about how many children and whole families this has affected, def one of those rare occasions where I envy the penal code of China.

How would you rework it? Most states already have gang enhancement penalties.

The bad neighborhoods of Chicago have been bad for quite some time. They don't seem to be changing much in that regard. On the other hand, a lot of neighborhoods in Chicago are very nice and are perfectly safe.

Sounds like Los Angeles, New York, San Fran, Miami, London, Oakland, Dallas, Houston, San Diego, Seattle, Portland, Phoenix, St Louis, New Orleans, and just about any other city in the world.
