No doubt you have outliers... but as a general rule this isn't happening because women in your country are not attractive. I mean it's ok, the men aren't attractive either so it's a pretty good fit for everyone.

The problem with outliers is that when the outliers are commonplace they aren't outliers anymore.
 
Being fired from her job and being cast as a black sheep with this hanging over her the rest of her life would be suitable punishment enough for violating the teacher student relationship.

I do not see the need for jail time, she is not a threat to society.

Also, the jail time is there is ensure that other teachers are reminded there is a penalty that goes beyond "career change".

This has been showing up at least weekly in the news for years, I'm thinking they aren't getting the hint.
