Soldiers involved with street sweeps and mass arrests are taking defensive measures in accordance with the Rules of Engagment and policies set forth by those above them. This is a systemic problem and there is an ongoing investigation. And arresting people randomly after an attack may be "defensive measures in accordance with the Rules of Engagment " but they still result in THOUSANDS of innocent people being thrown into this hell-hole of a prison.
