So I thought my monitor was busted so I went ahead and set up my tv as a monitor and my picture quality is still horrible. There is like red flashing lines all over the screen.

Is there a way to test my monitor to see if it is broke or if the computer is wack?

It cleared up a lot on the tv but it is still really bad on the TV.
 
I have no clue. My uncle is letting me borrow the computer until I graduate college. All I know it is a dell with a intel vpro processor running vista.
 
So if it the GPU do I need to stop using the computer and give it back to my uncle to fix? I have homework due and I can't see my damn computer good enough to do it.
 
I have a brand new asus laptop and I am so paranoid to tell my uncle I broke his computer so I need to at least check the monitor before I call him.

You should be able to install any PCIe graphics card that doesn't require additional PCIe 6-pin power connector.

Hit up your local Craigslist. Took me less than a minute to find a couple compatible ones here, like this one for $15. Do a search for "graphics card" and set the max price @ $25. Google the make/model and verify it doesn't require a 6-pin power connector. If you live near Microcenter, you could even get something like this.
