Monitor/Video Card/Settings problem......

Ok, I've been seeing these "boxes" of color whenever there is a gradient on my desktop....Someone told me

Banding gradients would be a sign of a low bit depth.

What does this mean? Should I change settings, defective monitor?, defective Video Card? I have a Cornea Mp503 Link and a radeon 9700 pro on Winxp
