You should indicate what sort of resolutions you'll be running games in, which is limited by your computer specs (video card, CPU, memory), as well as what other things you might want to do, what sort of desktop resolution you want, how large a screen you'd like to go with. No sense getting a monitor that supports 1600x1200 at 100Hz if you'll only ever be using it at 1280x1024 at 85Hz (other than allowing you the option to use higher resolutions if you had occasional reason to). Also do you want to try to get one with a "flat screen" face (different from a real flat panel LCD of course), or does the cheaper curved screen work fine for you? Do you have a preference between shadow mask or aperture grille?
The Vivitron 17 inch appears to be limited to 1280x1024 resolution, aperture grille. I can't find the refresh rate information. But if you're using 1280x1024 now, then a 19 inch at 1280x1024 will make everything look bigger but not give you more usable space on the desktop; if you use a lower resolution now, then you can use a higher resolution on a 19 inch, giving you more screen space without making things like icons look any smaller.
Even the cheaper 17 inch monitors these days are 16 inch viewable, while the Vivitron is only 15.9, so you could get a tiny amount more screen space without spending more than 100 bucks in some cases (or less after rebate).
Consider going to a local store to look at screens, some of them will let you actually play around with a computer attached to it so you can see what a desktop really looks like. Shipping for most monitors when buying online can also eat up any price savings from buying online rather than retail locally.
