Monitor power from PSU

Hello. Anyone know...
Is it true that the monitor power supply at the back of the CPU drains wattage from the PSU (potentially starving the system of much needed watts) or is it at the end of looped curcuit ferom the mains and bypasses the PSU. Any advice?
 
I would think that it would be spliced into the 110v input since the monitor
run at 110v also. I miss not being able to plug monitors into the PS like the
good old days. If you really want to know let me know and I'll crack open one
of my old AT powersupplies and give you the results.
