Monitor off center (only in Windows)

Please pardon the wall of text, but I prefer to be as descriptive as I can right off the bat. :p

I have bought two HP w2207h monitor's over the past few months and currently use them together with an nVidia 8800gt. One of the monitor's shows up as a "Generic PnP Monitor" in Windows. After doing some reading, I believe the cause for this to be that the "EDID" is somehow damaged, because the 2nd HP monitor shows up just fine. I have tried switching the monitors inputs, but the one monitor never changes from a generic monitor. This has never cause much of a problem other than me having to enable "unsupported resolutions" for the faulty monitor, but once I do that it has always worked just fine. However, in the past few weeks, that same monitor has started getting off center, causing a ~1/2 inch black line to show up at the top of my screen, and pushing the start bar below the bottom of the screen. It will also occasionally become off center and the left side of my desktop will be chopped off by the left side of the screen with another ~1/2 inch black bar on the right side, however the horizontal issue usually fixes itself. The vertical issue on the other hand...

The problem has occurred twice so far, both times it has happened when I chose "reset to factory defaults" on the faulty monitor. The first time it fixed itself after a series of restarts and unplugs. But it has now happened a 2nd time and I don't think i'm going to be as lucky this go around. Going into the on-screen monitor settings and adjusting the vertical position does NOT move the screen up into the black area, instead, it pushes the desktop up to where I can actually see my start menu, but instead of pushing the black area up, it just pushes the top of my desktop behind the black area. Adjusting the vertical position in the nVidia control panel does the exact same thing. I should also mention that the screen appears correctly on the bios, grub, and ubuntu, but as soon as windows begins booting it goes back off center again.

After much searching, I came across a program called "Powerstrip" that let's you edit a lot of monitor options, and after playing around with it for a while, I figured out how to (temporarily) fix my monitor. If I go to "Display Profiles - Configure - Advanced Timing Options" and increase the 'Front Porch' setting to 32, and the 'Back Porch' setting to 1, then it puts my screen back into the correct position on my monitor (defaults are front porch: 3, back porch: 30). So I can now at least see my start menu, however this can only be a temporary fix for me because I would much prefer not to have to have PowerStrip open all the time. Does anyone have any ideas on how to permanently fix this issue? I would love to send the monitor back to HP and have them fix it, but it seems to be more windows related than anything and I don't have a service plan on it. The only thing within my knowledge on this issue that I haven't tried yet is reinstalling windows, but that's going to be a last resort if at all possible.
