Question Monitor not shutting off on lock screen

WIN10 PC with latest updates. This had been working until only recently. It used to be when I hit WIN+L to lock the PC, it would shut off my monitor/display (power saving) after a minute or so. Now it just stays on even after a few hours. Latest Nvidia drivers for a 1060 and it did the same in the previous version as well.

Thanks, very useful log the latter ones.

I'm seeing this and don't know what to do with it as I can't rename or move it:
DISPLAY:

But also in the latter reports, this may be the culprit...

I've paused updates for the next 7 days but it's still waking up...

I did run MalwareBytes which came back with nothing.

EDIT>> Killed the [stuck?] service that runs installutil.exe and it seems to have done the trick. There's a little utility called Autoruns to check all being executed/run.
