Monitor going bad?

Recently my monitor has begun to vibrate, not the whole thing just the picture. For some reason it happens in WinME but not in Win2K. It started in the lower right hand corner and has now spread thru out the picture. I tride adjusting therefresh rate and trided new V.C. drivers but nothing helps. Any suggestions?
