Monitor flicking sometimes, is it dying?

Been using this Dell Trinitron monitor for a while now, bout 3-4 years, and now sometimes when I boot up my computer, the screen flickers green or blue a bit and it makes this "ting" sound. After I reboot it goes away.

My question is, is this a sign that the monitor is dying and I should be shopping for a new one?

Exactly when does it flicker? Is it during the boot process or when it has already reached the windows desktop?

When it gets into Windows, from what I noticed. I don't wait long to see if it keeps doing it, i just reboot.
