Monitor causing TV interference.

I've connected my Radeon 8500LE to my TV. Unfortunately, I only seem to get a clear picture when I turn my monitor off. When it's on, I can see scan dots going across the TV. Is this a defect with the card or is there some other cause? How can I fix this?
