You missed my point. It may be a the same discussion, but it's new. Not everyone was around a while ago to be apart of the last discussion, so they start a new one. It's like when people re-post threads and people jump all over them for it. Half the time I missed it the first time and a lot of times I've very thankful for someone reposting it because I missed out on it before. Sure there's a search feature, but you have to know what you're looking for to find it.

A reason might be that the old discussion is too long, so a person on a 56k modem can't load it as fast to read all to responses there. So they just start a new thread.
