Modify default clocks?

So One of my cards has a factory OC and the other doesn't, I want to modify the BIOS of the slower card to have a default speed of the faster card. But every time I go in RBE and try to edit the settings the driver stops working upon reboot and I need to uninstall it then flash the card back then reinstall driver. Maybe I am doing somthing wrong, can someone please tell me if this is possible on an HD6950 Dirt 3 edition?
