Modem Not Connecting @ Normal Speed: Why?

I just got done formatting and re-installing all the software on my dad's computer. The only "problem" I can see is that the modem (Creative Modem Blaster PCI) only connects at 26.4kbps. When I use to dial-up to the same number from home with Win98SE, it would usually connect at around 49kbps. I am using the latest drivers from Creative for Win2K.


Which of these posibilities is most likely causing the modem to connect at half speed?

1) Earthlink, his ISP. There are only two numbers in the Atlanta area that he can connect to. I think there use to be more, but I have the feeling that Earthlink is limiting the number of dial-up access points to drive up demand for their DSL solution.

2) Win2K/the modem's drivers are not allowing him to connect at full speed, even though the max speed in the modem's properties is like 115Kbps.

3) I didn't install Earthlink's software (bloatware). Instead, I created a new dial-up account through Win2K and manually configured MS Outlook 2000/IE6.

4) Right now, I have his computer on campus, so I am dialing-up through my apartment's on-campus line. Like I said, I usually connect on our home line. Is it possible that GA Tech doesn't allow modems to connect faster then 28.8Kbps on campus?

Any suggestions would be great. Thanks.

Edit: I personally think that options #1 and #4 are most likely.

Number 4. The extra switch your are going through on campus is likely causing the problem. There can only be 1 A/D conversion in order to get a V90 connect. The Campus switch is adding another one.

Yeah . . . #4 is the culprit. It is the same as dialing up from a hotel room or a motel . . . you dial 9 for an outside line and you are going through the local PBX to get there. You are lucky then to get 26.

To test your system, take it to a friend's house in town that has a good line, and try it ther. That will probably confirm #4.

Yep, I have to dial 9 to get out.

I'll be taking the damned thing home in a day or two. I'll just hope it connects faster there.
