Modem Help Needed

Just installed a USR 56k Fax Modem in a machine running WindowsXP. All looks fine according to Windows, and the modem clicks as if it is ready to dial. However, I keep getting an error stated there is no dial tone. Only other card in the machine is a Creative 128 sound card. No conflicts in Device Manager. I have moved it to different PCI slots, to no avail. Would it seem that this is a defective modem, or am I missing somthing?
 
Is the phone line connected from the modem to the modem jack? I know it sounds silly but I once done this before and had no idea until I checked that out.
 
You could also ensure your modem/phone extension cable are not faulty.

Other than that it could be that XP installed the wrong driver for the modem.

Just some ideas, hope you get it sorted.
